This condition occurs when the lingual frenulum, the membrane connecting the underside of the tongue to the floor of the mouth, is unusually restrictive. This structural tethering can limit the tongue's ability to move freely, which may impact oral functions such as feeding or speech production.

Present from birth, the condition is typically identified through clinical observation of the tongue's physical attachment and its functional mobility. The degree of restriction varies between individuals, but the primary characteristic is a physical limitation of the tongue tip's movement within the oral cavity.
